This new system is still Alpha Quality.  I have not tested the email delivery or template system yet. I am committing this so i can move it to a test server that has working mail delivery as my local dev box seems to have lost its mail tunnel..   TODO: Update Notification Timestamp after sucessfull run. (Left Out for Debuging Reasons). Finish Removing old "Send Notification" options from Update Listing Screen.. Nothing should call the old system any more. The notify function in the listing_editor.inc.php is DEPRECIATED and will be removed in 2.6.0.
